you may have to sand the whole bed clear to the metal to get it all off.

Then start all over, primer and paint it again.

eww sucks to be you. but it would be a nice winter project.Rubber adhesive under bedliner?
Hi

A skill saw can be set to just nearly touches the metal. Or a depth router can make small pieces too.
if your putting spray in liner in it the bed has to be scuffed anyway. scratch away. Spray in bedliners don't come out without a chisel, brand new paint is not gonna matter.

You don't have to do any painting, the bed liner essentially is the paint.
